In accordance with Order No. 548 of the Ministry of Infrastructure dated December 21, 2015 “On measures for the development of road transport and the road economy for the period until 2020”, strategic directions and strategic development goals were developed. This is necessary to ensure the implementation of plans and the implementation of EU legislation in accordance with the Association Agreement. In accordance with the Order, the priorities were to reform the road sector and to ensure the development and maintenance (...) of the road network in good condition. Nowadays a lot of new financial instruments for SMEs innovation projects are getting more popular in the business environment. A great number of them are traditional like credit loans at the same time we can observe the appearance of innovative ones. Variable set of financial instruments generalized on fig.1. This classification is giving by Organiztion of Economic Cooperation and Development ( OECD). As we can see from the fig.1 the classification is based on risk approach. This article suggests theoretical and methodological approach to corporate control system formation in Eastern Europe (case study of Ukraine). It considers historical and controversial aspects of corporate control implementation and suggests the systematization of subjects and objects in terms of corrective actions and outlines of corporate relations. It is proposed a critique of existing interpretations of quantum mechanics, both anti-realistic and realistic, and, in particular, the Copenhagen interpretation, the interpretations with hidden variables, the metaphysical interpretation of H. Everett’s interpretation, the many-worlds interpretation by D. Wallace, QBism by C. Fuchs, D. Mermin and R. Schack, the relational interpretation by C. Rovelli, neo-Kantian and phenomenological interpretations by M. Bitbol, the informational interpretation by A. Zeilinger, the Nobel Prize Winner in Physics 2022, and others. As is known compared to (...) classical physics, quantum mechanics is a new physical paradigm. The author argues that from a philosophical point of view quantum mechanics is an anomaly within the paradigm of (post)modern philosophy. A new approach to understanding quantum mechanics and resolving its paradoxes, rejecting the assumptions and prejudices of (post)modern philosophy, is proposed – contextual quantum realism (CQR). It is a moderately deflationary approach that combines elements of (neo-)Copenhagen, informational and realist interpretations and recognizes the possibility of knowing the things themselves. Resumo A transferência de embriões em bovinos tem o objetivo principal de aprimorar o melhoramento genético e otimizar a reprodução bovina A importância dessa prática é destacada pela sua contribuição para a maximização de características desejadas nos rebanhos, como qualidade de carne, eficiência reprodutiva e resistência a condições ambientais adversas. Este trabalho descreve e analisa as técnicas avançadas utilizadas nesse processo, incluindo seleção genômica, sexagem de embriões, produção in vitro, protocolos não cirúrgicos, sincronização reprodutiva, criopreservação de embriões e uso de (...) marcadores de fertilidade. A compreensão aprofundada dessas técnicas é fundamental para o sucesso da transferência de embriões, bem como para a capacidade de personalizar e aprimorar as características específicas dos rebanhos. Enfatizando a importância da expertise de profissionais especializados em reprodução bovina, este trabalho busca oferecer uma visão abrangente das práticas atuais e avanços tecnológicos nesse campo. Ao unir ciência e prática, torna-se importante a comparação de técnicas, bem como relacionar resultados eficientes para promover qualidade genética, trazer a sustentabilidade e envolver a técnica em um cenário atualizado da indústria. The importance of this practice is highlighted by its contribution to maximizing desired characteristics in herds, such as meat quality, reproductive efficiency and resistance to environmental conditions adverse. This work describes and analyzes the advanced techniques used in this process, including genomic selection, embryo sexing, in vitro production, non-surgical protocols, reproductive synchronization, embryo cryopreservation and the use of fertility markers. An in-depth understanding of these techniques is critical to the success of embryo transfer, as well as the ability to customize and enhance specific herd characteristics. Emphasizing the importance of the expertise of professionals specialized in bovine reproduction, this work seeks to offer a comprehensive view of current practices and technological advances in this field. When combining science and practice, it becomes important to compare techniques, as well as relate efficient results to promote genetic quality, bring sustainability and involve the technique in an updated industry scenario. В монографии исследованы проблемы управления устойчивым развитием национальных социально-экономических систем. На основе проведенных исследований авторами разработаны модели устойчивого развития социально- экономических систем на примере Украины и Польши. Every scientific theory is a simulacrum of reality, every written story a simulacrum of the canon, and every conceptualization of a subjective perspective a simulacrum of the consciousness behind it—but is there a shared essence to these simulacra? The pursuit of answering seemingly disparate fundamental questions across different disciplines may ultimately converge into a single solution: a single ontological answer underlying grand unified theory, hard problem of consciousness, and the foundation of mathematics. I provide a hypothesis, a speculative approximation, supported (...) by a comprehensive overview of scientific evidence and philosophical literature, of a unified epistemic and phenomenological model and, in doing so, propose a parsimonious solution to the hard problem of consciousness. -/- The proposition of the hypothesis bears important implications for cross-disciplinary study between linguistics, mathematics, physics, and computer science, and offers new epistemic, ontological, and ethical propositions about the nature of AI consciousness, as well as existential risk mitigation. The pivotal point in the Austrian literature on homogeneity, choice and indifference was constituted by Nozick’s On Austrian Methodology. Nozick provoked a long debate on the above notions within Austrianism. The aim of this paper is to elaborate such an account of homogeneity that would take the sting out of Nozick’s challenge and allow for non-trivial formulation of the law of diminishing marginal utility. Hence, we shall first take a closer look at the debate on indifference within the Austrian camp, (...) while defending and building upon the Hoppean account vis-à-vis Block’s criticism. Our justification of the Hoppean position shall consist in showing that his account of the correct description of an action is not an ad hoc move aimed at solving just one problem of indifference but is highly intuitive and widely applicable. We conclude by restating the above-mentioned law, thus demonstrating that the Nozickian objection can be successfully replied. (shrink)

Although a substantial number of papers is published on the topic of consciousness, there is still little consensus on what its nature is and how the physical and phenomenal worlds are connected. Most published research establishes a causal relation between the brain and the mind, but it lacks a cogent theory of how this relation comes to be. In contrast, this paper uses a set of thought experiments grounded in quantum information theory to derive a framework for resolving the hard (...) problem of consciousness. Despite the common tendency to treat the problem purely philosophically, in this paper, consciousness and qualia are analyzed through established formal theory deriving conclusions regarding their relation which provide counter-arguments for the commonly held dualist view. Through the informational monism framework, a case is made for a fundamentally phenomenal nature of information. (shrink)

The analysis of Leibniz’s heritage and phenomenology of virtuality in the title of this conference do not exhaust the whole variety of topics, but rather are the poles between which the discussion has been developing. Monadology of Leibniz became the place of concurrence of absolute identity and unique ecstatic that gave rise to a specific discourse of virtuality.

This article intends to analyze the performance and the efficiency of companies and to identify the key factors that may explain it. It was selected a sample with 15 enterprises: 7 Portuguese and 8 Ukrainian ones, belonging to several industries. Financial and non-financial data was collected for 6 years, during the period of 2009 to 2014. Research questions that guided this work were: Are the enterprises efficient/profitable? What factors influence enterprises’ efficiency/performance? Is there any difference between Ukrainian and Portuguese enterprises’ (...) efficiency/performance, which factors have more influence? Which industrial sector is represented by more efficient/profitable enterprises? The main results showed that in average enterprises were efficient with low level of profitability. According to gained results several indicators were highlighted so that companies would pay more attention to them. (shrink)

In the paper I argue that the "falling elevator" model once proposed by Dean Zimmerman to improve some drawbacks of Peter van Inwagen's account of how a belief in Christian resurrection could be made compatible with a materialist understanding of human persons is not satisfactory. Christian resurrection requires not only a survival, but also true death of a person, while the falling elevator can merely provide us with an account of how a material person is able miraculously to escape its (...) own death. This research aims at establishing the impact of information and communication technologies (ICT) on e-commerce development of industrial enterprises by means of economic and mathematical modelling. The goal was achieved using the following methods: theoretical generalization, analysis and synthesis (to critically analyse the scientific approaches of scientists regarding the expediency of using mathematical models in the context of enterprises’ e-commerce development), target, comparison and grouping (to reveal innovative methodological approach to assessing ICT impact on e-commerce development of industrial enterprises), tabular, (...) analytical and integral method (for summarizing the analysis results of enterprises readiness to implement ICT, ICT use in the activities of industrial enterprises of Ukraine and the analysis of e-commerce development), mathematical modelling (to build a regression model determining impact of changes in ICT use on the market share occupied by industrial enterprises), generalization (to determine promising directions of e-commerce developing of industrial enterprises). The implementation of a comprehensive approach to understanding the importance of ICT influence on e-commerce development of industrial enterprises will ensure acceleration of the digitalization of business processes, will contribute to the speed increase of enterprises response to customer requests, and increase the market share occupied by enterprises. A new vision of directions for developing e-commerce of industrial enterprises is suggested, which are determined by the need for enterprise rebranding, the development of e-commerce tools and technologies, the importance of outsourcing service automation and promotion of subscription trade. ICT is considered as integration factor that determines prospects for e-commerce development of industrial enterprises and contributes to increasing efficiency of online business management. Research results demonstrate that the use of economic and mathematical modelling is an important tool for assessing ICT impact, and its absence can negatively affect the accuracy and validity of online business management. Conceptual spaces have become an increasingly popular modeling tool in cognitive psychology. The core idea of the conceptual spaces approach is that concepts can be represented as regions in similarity spaces. While it is generally acknowledged that not every region in such a space represents a natural concept, it is still an open question what distinguishes those regions that represent natural concepts from those that do not. The purpose of the research is to develop a new methodological basis for identifying, analyzing and solving problems of international corporations export-import activities and to ground the directions for ensuring their business excellence. The approach originality provides introduction of a conceptual model that aims to eliminate the negative symptoms of international corporations export-import activities based on the results of comprehensive market research, effectiveness of export-import activities and calculation of the integrated indicator of business excellence. The leading corporations of Slovakia and (...) India in the production of bi-axially oriented polypropylene (BOPP) films were the primary basis for this study. The results of the research showed the need to implement a system of managerial innovation for reasoning the directions of ensuring international corporations business excellence. This is achieved because of using logically formalized methods and provides the improvement of organizational and structural interaction of management entities in the process of solving export-import activity problems. Important factors for ensuring business excellence are also the optimization of export and import costs, as well as an increase in export revenue for Slovak companies, and an increase in market share and cost optimization for Indian companies. The practical value of the obtained results is to develop a set of managerial innovations that can improve the efficiency of export-import activities and improve international corporations business. The article identifies real losses of foreign economic activity of industrial enterprises of Ukraine under the influence of modern challenges. The main purpose of the study is to implement a scientific and methodological approach to assess the impact of modern challenges on the development of foreign economic activity of enterprises. A critical analysis of the content of scientific publications on the studied issues revealed the lack of an integrated approach to establishing the real losses of foreign economic activity of enterprises (...) under the influence of modern challenges. The urgency of solving a certain problem is due to the scale of the impact of modern challenges on the dynamics of foreign economic activity of industrial enterprises, which requires an assessment of such an impact for the further development of measures that will be aimed at minimizing the negative impact of modern challenges. The methodological basis is the system of methods used to obtain the results of the study: theoretical generalization and analytical methods ‒ to clarify scientific approaches in determining the impact of modern challenges on the development of foreign economic activity of enterprises; generalization, grouping and integral evaluation ‒ to determine the level of influence of modern challenges on the development of foreign economic activity of industrial enterprises in 2013‒2021; relative and absolute deviations, coefficient analysis of changes in foreign trade turnover ‒ to establish the volume of losses of foreign economic activity of industrial enterprises of Ukraine under the influence of modern challenges; logical generalization ‒ to obtain conclusions and develop recommendations based on research results. The object of research in the work is the foreign economic activity of enterprises. The article presents the results of assessing the impact of modern challenges on the development of foreign economic activity of industrial enterprises, which became possible due to the developed and implemented author's scientific and methodological approach. Analysis and logical generalization of the results of assessing the impact of modern challenges on the development of foreign economic activity of industrial enterprises became the basis for determining the real volumes of losses of their foreign trade turnover. The results of the study have practical value for the Ministry of Economy of Ukraine and the Entrepreneurship and export promotion office, because they can serve as the basis for developing a program of recommendations for activating the export initiative of industrial enterprises under modern conditions. The article reveals the characteristics of entrepreneurship development in the conditions of modern challenges. The aim of the research is to analyze the prospects of entrepreneurship development in both global and national dimensions. A critical analysis of the content of scientific literature of modern scientists, whose works are dedicated to the study of the peculiarities of entrepreneurship development in the conditions of modern challenges, indicates the insufficiency of their study in the period of the Covid-19 pandemic and the escalation of (...) Russia's war against Ukraine. The relevance of the researched topic is determined by the importance of studying the trends in entrepreneurship development and the factors that determine its prospects in both global and national dimensions. The methodological basis of the research is a set of the following methods aimed at solving the respective tasks: analysis and grouping – for the distribution of the countries worldwide based on directions of entrepreneurship development management, according to the level of GDP per capita; survey – for the distribution of countries worldwide based on the opportunities for starting own business in the next 6 months, level of entrepreneurial activity at the early stages of business establishment, consideration of social consequences by entrepreneurs, and familiarity of entrepreneurs with the goals of sustainable development; methods of analysis, tabular and relative differences methods – for determining the state of entrepreneurship in Ukraine; cartographic and graph-analytical – for determining prospective business expectations in Ukraine in 2023; generalization and analytical methods ‒ for summarizing conclusions and recommendations regarding the obtained research data. The scientific novelty of the research results is a scientific-methodical approach. The application of the approach allows obtaining a set of conclusions regarding the prospects of the further development of entrepreneurship in global and national dimensions. These findings can serve as a basis for developing further recommendations to stimulate its development. The obtained research results can be valuable for entrepreneurial structures and government organizations that pursue their own objectives in assessing the prospects of entrepreneurial activities in the conditions of modern challenges. This article describes the peculiarities of the formation and modeling of the enterprise risk management system in modern conditions. The main purpose of the research is further development of theoretical and methodical principles and development of practical recommendations aimed at improvement of management of business risks of wholesale enterprises. The critical analysis of literature sources and approaches to solving problems of enterprise risk management testifies to the lack of attention of scientists of the present-day to the investigated problem in the (...) sphere of activity of enterprises of wholesale trade. The urgency of this problem is caused by the existing losses of wholesale companies due to imperfect management as a result of the influence of various business risks. The methodological basis of the research is the system of methods used to obtain the final results: theoretical generalization, scientific abstraction and comparison – to deepen the essence of the concept of "business risk"; analysis and synthesis, grouping – for classification of business risks in the sphere of wholesale trade; methods of analysis, synthesis and logical generalization – to obtain conclusions during determination of the state and problems of realization of business activity in the sphere of wholesale trade of enterprises of Ukraine; systematic approach – for improvement of system of management of business risks of enterprises of wholesale trade on the basis of commercial values. The object of the research is the business risk in the wholesale trade environment. In the article the further development of the risk-based apparatus has been made, the negative consequences of the impact of business risks on the activities of the wholesale trade enterprises have been clarified, the enterprise risk management system of the enterprises has been built, which will reflect an integrated approach to its realization, practical recommendations on the formation of a model of management of business risks of the wholesale trade enterprises on the basis of commercial values. This article discloses topical issues of the need for constant monitoring of changes in the business activity in enterprise structures. The main purpose of the study is to monitor the business activity of industrial enterprise structures of Ukraine to predict their development under martial law. A critical analysis of the content of scientific publications to solve the problem of improving the management of business activity of business structures revealed the lack of attention of scientists to the problems under study. The (...) relevance of its solution is due to the scale of the impact of military conflicts on the business activity in enterprise structures, which requires its monitoring to further establish the state and ensure compliance of the business with the norms that are considered necessary to maintain a certain level of stability of development or to survive, to determine areas where the business can improve its activities and become more profitable. The methodological basis is the system of methods used to obtain the final results of the study: theoretical generalization – to deepen the essence of the concept of «monitoring business activity»; analysis, synthesis and logical generalization – to obtain conclusions during monitoring of business confidence and business climate in industry; prognostic – to predict the development of industrial business structures of Ukraine under martial law. The object of research in the work is the business activity of business structures. The article presents the results of monitoring business confidence and business climate in the industry of Ukraine under martial law. Analysis, synthesis and logical generalization of monitoring results became the basis for further forecasting the development of business structures. The results of the study can be useful for business structures that seek to maintain a certain level of stability of development and identify areas of improvement. (shrink)

Уточнено проциклічність інвестицій у дослідження й розробки та інновації в компаніях під час кризи, вплив криз на інвестування інноваційної діяльності. Запропоновано розподіл моделей державної інвестиційно-інноваційної політики відповідно до обраних пріоритетів розвитку, шляхи покращення інвестиційного клімату в Україні.

The paper is dedicated to particular cases of interaction and mutual impact of philosophy and cognitive science. Thus, philosophical preconditions in the middle of the 20th century shaped the newly born cognitive science as mainly based on conceptual and propositional representations and syntactical inference. Further developments towards neural networks and statistical representations did not change the prejudice much: many still believe that network models must be complemented with some extra tools that would account for proper human cognitive traits. I address (...) some real implemented connectionist models that show how ‘new associationism ’ of the neural network approach may not only surpass Humean limitations, but, as well, realistically explain abstraction, inference and prediction. Then I stay on Predictive Processing theories in a little more detail to demonstrate that sophisticated statistical tools applied to a biologically realist ontology may not only provide solutions to scientific problems or integrate different cognitive paradigms but propose some philosophical insights either. To conclude, I touch on a certain parallelism of Predictive Processing and philosophical inferentialism as presented by Robert Brandom. (shrink)

Discussions on the alleged methodological specificity of social knowledge are fueled to not the least extent by a kind of retarded position of the latter against technological advancements of natural and information science based on exact methods and formal or quantitative languages. It is more or less obvious that applicability of exact scientific methods to social disciplines is highly dependent on a chosen conception of social reality, i. e., on social ontology. In the article, the author critically approaches the ontological (...) views of Tony Lawson and proposes a computational view on social ontology that is supposed to eliminate some internal contradictions of Lawson's realist conception. The aim of the article is to show how the use of diagnostic methods allows identifying patterns and problems of corporations functioning, providing identification of directions and strategies for further development of their business. Theoretical and methodological basis of the research is a scientific works of scientists in the field of business diagnostics and strategic development, who studied diagnostics in the system of responding to business development problems, identifying areas for improving strategic management, financial statements of corporations of Daimler Group (...) (Germany), Tesla Motors (USA) and Toyota Motor (Japan) and own research results. The methodological basis of the study is a set of general and special methods used to achieve the goal of the research and includes: theoretical generalization and synthesis – in analyzing the content of scientific works on business diagnostics and strategic management; observation – to obtain primary information about the state of business of automotive companies in the world; indicator and integrated assessment – to assess the state of business and the effectiveness of strategic management of automotive corporations; information and logical analysis – when determining the issues and patterns of business development of corporations; problem-target method – to justify the choice of business development strategies; causation-result method – to obtain definitive conclusions. The results of the study of the state of business of the world's leading automotive corporations revealed the dependence of business efficiency on the degree of efficiency of strategic management of their activities, and identified types of strategies that will promote further development of automotive corporations – integrated, concentrated, diversified or globalized growth. The practical significance of the obtained results lies in their usefulness for strategic management for Daimler Group, Tesla Motors, Toyota Motor Corporation. (shrink)

The purpose of the study is to determine the impact of entrepreneurial initiative on the development of innovation activity of country enterprises. The theory of entrepreneurship by clarifying the essence of entrepreneurial initiative got further elaboration in the article. The methodical approach to the analysis and evaluation of the entrepreneurial initiative and its impact on the innovation activity of the enterprises, the results of which are the basis for further development of proposals to stimulate entrepreneurial initiative and development of their (...) innovation activity is suggested. The estimation of innovation activity of 1758 enterprises of Ukraine by calculating the integral indicator of innovation activity revealed its low level for innovation active enterprises. The method of one-dimensional linear regression has determined that an increase in the number of business structures per 10 thousand people of the country's population at a rate of 1.0 causes an increase in the indicator of innovation activity by 0.172. It is proved in the article that development of infrastructure of enterprenerial environment and creation of centers for entrepreneurship development act as an important mechanism of increasing innovation activity of enterprises of the country. The purpose of the study is to reveal the relationship between the justification of strategic decisions and the increase in efficiency of transnational corporations (TNC). The conceptual bases of the justification of strategic decisions for increasing the efficiency of TNC are suggested, the development of which involves research of the preconditions on which their implementation is based, analysis of the main aspects of TNC's activity and accordance with the principles of justification of strategic decisions, strategic decision-making. The results of the (...) comprehensive diagnostic examination of TNC of leading bearings manufacturers are presented, which revealed the problems of their functioning on the market, changes in the dynamics of performance indicators, differences in the use of opportunities, financial state, strategic positions on the market, the efficiency of made decisions. A model for selecting a decision strategy for TNC is suggested. Practical recommendations of implementing strategic decisions for increasing the efficiency of activity of TNC of leading bearings manufacturers are given. (shrink)

The article deals with the principle of choosing of a crisis management strategy using the matrix for enterprise crisis state management. The basic types of crisis management strategies are given, and the opportunities for their use at industrial enterprises in Ukraine are analyzed. Preconditions facilitating the optimization of crisis management strategies at enterprises are determined.

The concept and the main stakeholders of E-learning ecosystem are investigated at the article. University is regarded as a center of such ecosystem due to skilled knowledge providers and technical equipment availability. Studying different cases authors prove that higher educational institution plays a driver role in different projects, especially social start-up projects. Different models of partnership between universities and other stakeholders are considered. In authors’ opinion, one of the most perspective collaborative projects are in frame of “students – schoolchildren” due (...) to effective knowledge transfer. Such kind of cooperation can fill the gap between school and university education. Particularly the framework of e-learning project in financial literacy for orphans totally prepared and executed by students is considered. The ICT tools are very actively used in these initiatives aiming to develop high demanded skills as critical thinking, creativity and complex problem solving. As a result, schoolchildren are receiving a toolkit for basic data analysis, developing own business plan and adopting evidencebased decisions. The authors prove that E-learning projects are able to improve both information and financial literacy and also increase the level of inclusivity into education of weak and socially unprotected children from orphanages. The article will be useful for the representatives from universities, orphanages, companies who eager to boost the level of their social responsibility. The aim of the research is to reveal different types of cooperation under social projects between higher educational institutions and other stakeholders, using wide range of ICT e-learning tools as well. The purpose of this investigation is to develop a new methodological basis for studying the market opportunities of the multinational corporation (MNC) on the basis of the synthesis of modern scientific methods for further forecasting their change. The results showed the degree of dependence of the effectiveness of business management on the trends in the field development and competitor’s actions, market access opportunities, the use of MNC opportunities, their strategic positions, and the totality of internal factors that determine the profitability (...) of activities. The practical value of the obtained results is to identify areas for increasing the efficiency of MNC business management and forecasting the dynamics of sales volumes of their products on the market. The paper analyzes the limitation of alternative concepts of knowledge, constructivism and realism. A necessity of their complementarity is grounded. The core of controversy between constructivism and realism is a belief about “the given”. The author follows R. Rorty who considers two meanings of a notion of “the given”: “making” and “finding”. The author shows that these different meanings of concept of “the given” are connected with different types of subject consciousness activity. Together with intentional ability of consciousness he considers (...) responsive ability. Both abilities were a subject of phenomenological analysis (E. Husserl, A. Reinach, B. Waldenfels). The author argues that there are certain connections between intentionality and interpretative function of knowledge, on the one hand, and between responsiveness and expressive function of consciousness, on the other hand. Developing the communicative concept of knowledge he shows the meaning of cognitive cycles «interpretation_expression» in the process of knowledge. -/- A consideration of cognitive process as a semiotic one allows to show that interpretation is provided by such kind of basic function of sign as indication, and expression is provided by the other function of sign as substitution, or presentation. The author shows that complementary of interpretation and expression is a consequence of two processes – finding a name and making a meaning. The conclusion about complementary of interpretation and expression leads to a belief about cognition cultures and their types. He shows a place of constructivism and realism in the context of typology of cognition cultures. (shrink)

Comparing the passage of Aristotle’s treatise De anima, III, 8, 431b.21-24 and Ecclesiastes 3: 10-11, the author reveals a similar epistemological image: the universe is in the soul of the cognizing subject, for it embraces all existing things in the process of perception and cognition of the world.

The purpose of the research is to study the feasibility of using the combined modeling method in evaluation of business value. Modern approaches and methods of evaluating business value and the possibilities of combining them are explored. The peculiarities of the methodology of evaluating the business value by methods of Gordon Growth Model and Exit Multiple are disclosed. During the research the fair value of Luxoft company and the reasons for its deviation from the cost of sale are found. Luxoft’s (...) business value forecast is calculated by 2023. Recommendations for further development of the field of knowledge of modern business analyst are given. (shrink)

The author reveals a fundamentally significant parallel in the definitions of the method of cognition through a comparison of things and essences, attested in Aristotle’s “Eudemian Ethics” and in Ecclesiastes. With this particular attention is paid to the consideration of the semantic field of key terms used in the corresponding formulations. The examples of Ecclesiastes's application of the methodology of cognition developed by him demonstrate that his “pessimistic” and “skeptical” statements are only judgments with which sometimes directly opposite premises are (...) compared in the process of his reasoning, which results in rather optimistic conclusions; so that the “inconsistency” of Ecclesiastes proves to be only seeming. This article solves the problem of ensuring database decision-making in conditions of growing uncertainty and risks based on the results of business diagnostics is solved in this article. The main purpose of the research is to further develop the methodology of forming an analytical database for making management decisions. The following methods formed the methodological basis of the research: abstract-logical – used to generalize theoretical approaches and confirm the practical significance of solving the problem of decision-making in conditions of uncertainty (...) and risk; system analysis – when building a model of decision-making while coordinating areas and methods of business diagnostics; generalization – when drawing conclusions based on research results. The 21st century imposed many challenges on mankind, among them there is a very important problem of entrepreneurial leadership transformation. Entrepreneurship gradual modification under the pressure of factors of innovation, informatization of the environment and the need for socialization of the relations between businessmen and society has led to the need of new understanding of leadership positions. The purpose of this scientific research is to substantiate the style of entrepreneurial leadership, which will become dominant in the 21st century. Analyzing and (...) systematizing the scientific works of many modern scholars by the methods of theoretical synthesis, analysis and synthesis, we have solved the problems of entrepreneurial leadership transformation. The use of the historical and logical method has revealed the relationship between the entrepreneurial leadership development and entrepreneurial types. The study found that the global business environment requires new leaders, whose key competences will meet the needs of society, educational space, ethical requirements, etc. Studying the similarities and differences of various leadership styles has become the basis for the allocation of a new style – the leadership of conscious influence, the main characteristics of which are given in this research. In order to achieve the goals, set by the leader-entrepreneur, it is proposed to systematize the leadership opportunities on tactical and strategic, the factors of influence on their realization in the future are generalized. By the method of scientific and theoretical prediction the portrait of an entrepreneur in a global perspective has been formed. Prospects for further research in this area are the development of a methodology for evaluating the effectiveness of business leaders' actions and systematization of ways to increase their effectiveness in the future. One of the most prospective directions of study of C.G. Jung’s synchronicity phenomenon is reviewed considering the latest achievements of modern science. The attention is focused mainly on the quantum entanglement and related phenomena – quantum coherence and quantum superposition. It is shown that the quantum non-locality capable of solving the Einstein-Podolsky-Rosen paradox represents one of the most adequate physical mechanisms in terms of conformity with the Jung’s synchronicity hypothesis. An attempt is made on psychophysiological substantiation of synchronicity within the (...) context of molecular biology. An original concept is proposed, stating that biological molecules involved in cell division during mitosis and meiosis, particularly DNA may be considered material carriers of consciousness. This assumption may be formulated on the basis of phenomenology of Jung’s analytical psychology. (shrink)

A number of authors have recently put forward arguments pro or contra various rules for scoring probability estimates. In doing so, they have skipped over a potentially important consideration in making such assessments, to wit, that the hypotheses whose probabilities are estimated can approximate the truth to different degrees. Once this is recognized, it becomes apparent that the question of how to assess probability estimates depends heavily on context.

According to the Lockean thesis, a proposition is believed just in case it is highly probable. While this thesis enjoys strong intuitive support, it is known to conflict with seemingly plausible logical constraints on our beliefs. One way out of this conflict is to make probability 1 a requirement for belief, but most have rejected this option for entailing what they see as an untenable skepticism. Recently, two new solutions to the conflict have been proposed that are alleged to be (...) non-skeptical. We compare these proposals with each other and with the Lockean thesis, in particular with regard to the question of how much we gain by adopting any one of them instead of the probability 1 requirement, that is, of how likely it is that one believes more than the things one is fully certain of. Counterfactual thinking involves the imagination of non-factual alternatives to reality. We investigated the spontaneous generation of both upward counterfactuals, which improve on reality, and downward counterfactuals, which worsen reality. All subjects gained $5 playing a computer-simulated blackjack game. However, this outcome was framed to be perceived as either a win, a neutral event, or a loss. "Loss" frames produced more upward and fewer downward counterfactuals than did either "win" or "neutral" frames, but the overall prevalence of counterfactual thinking did not (...) vary with outcome valence. In addition, subjects who expected to play the game again made more upward counterfactuals and were less satisfied with the outcome than were subjects who did not expect to play again. However, once subjects saw the cards from which they could have selected had they "hit" again (two winning cards and two losing cards), all subjects generated primarily upward counterfactuals and showed a corresponding decrease in satisfaction. These results implicate both cognitive and motivational factors in the generation of counterfactuals and tell us something about the functional value of counterfactual thinking: downward counterfactuals provide comfort; upward counterfactuals prepare one for the future. While the recent special issue of JCS on machine consciousness (Volume 14, Issue 7) was in preparation, a collection of papers on the same topic, entitled Artificial Consciousness and edited by Antonio Chella and Riccardo Manzotti, was published. 1 The editors of the JCS special issue, Ron Chrisley, Robert Clowes and Steve Torrance, thought it would be a timely and productive move to have authors of papers in their collection review the papers in the Chella and Manzotti book, and include (...) these reviews in the special issue of the journal. Eight of the JCS authors (plus Uziel Awret) volunteered to review one or more of the fifteen papers in Artificial Consciousness; these individual reviews were then collected together with a minimal amount of editing to produce a seamless chapter-by-chapter review of the entire book. Because the number and length of contributions to the JCS issue was greater than expected, the collective review of Artificial Con- sciousness had to be omitted, but here at last it is. Each paper’s review is written by a single author, so any comments made may not reflect the opinions of all nine of the joint authors! (shrink)

Стаття присвячена дослідженню питань формування нової стратегії самодостатнього розвитку транспортно- комунікативної системи України. Проаналізовано стратегічний документ «Транспортна стратегія України на період до 2020 р.» та виявлено низку недоліків. Було виокремлено недоліки стратегічного та методич- ного характеру. Окрему увагу автором приділено недосконалості системи стратегічних документів, які регулюють розвиток ТКС, відсутності деяких стратегій розвитку галузей ТКС, проблемам фінансування, а також проблемам, пов’язаним з цільовими програмами розвитку. Вказано на проблеми, пов’язані із структурним наповненням зазначеної стратегії. -/- Статья посвящена исследованию вопросов формирования новой стратегии (...) самодостаточного развития транспортно-коммуникативной системы Украины. Проанализирован стратегический документ «Транс- портная стратегия Украины на период до 2020 г.» и выявлен ряд недостатков. Были выделены недостатки стратегического и методического характера. Особое внимание автором уделено несовершенству системы стратегических документов, регулирующих развитие ТКС, отсутствию некоторых стратегий развития отраслей ТКС, проблемам финансирования, а также проблемам, связанным с целевыми программами развития. Определены основные цели банков развития. Обоснованы отличия между банками развития и коммерческими банками. Рассмотрены особенности деятельности Банка развития Республики Беларусь. Исследованы мнения отечественных ученых по поводу необходимости создания банка развития в Украине. Проанализированы проблемы функционирования Украинского банка реконструкции и развития, а также Всеукраинского банка развития. Предложены основные направления создания государственного банка развития в Украине.
